If the file is not stale and there is no other game folder, then the next thing to try is pull your entire user game folder out (or rename it) so that a new one forms on the next startup. It's my understanding the Smooth Patch v2.x, Simler90s and Nraas Mods edit the same Sims 3 files causing the conflict. There are no compatibility fixes at this time, that I know of. If you have Nraas Mods, it's recommended to use Smooth Patch 1.x linked below.
